SOUTH Hams’ 4,000 second home owners are claiming more than £700,000 in council tax discounts.

Meanwhile the prospects of a homeless person are poor and his/her life expectancy low.

And................................................

The prospects of a homless person would still be poor and have a low life expectancy even if the 2nd home owners paid 100% council tax.

the council tax isn't been given away, it is not been paid because of discounts applied under certain conditions.

if the owners of these homes became landlords then presumably you would still complain since you seem to have a downer on landlords too.

anyway, given the location its unlikely a homeless person trying to rent a house would get sufficient housing benefit to cover the rent so its a moot argument anyway
