Pram pushing mothers & children on bikes, should pay road or pavement tax

I for one am utterly sick of mothers who push there babys in prams, why are these mothers not charged a tax to account for the wear and tear there buggys cause to the pavement, as well as the damage the pram caused to the road - when the mother pushes the pram accross the road.

 

Also, why are children who ride bikes not forced to pay road tax, do these 2 wheeled menaces not cause damage to the pavement and road?

 

If we were to implement a charge/tax disc, the mother could attach the tax disc to the pram, or the bike in the case of a child on a bike.

 

The money generated, could then be used to pay someone to implement this and enforce the rules.

 

It could be a real money spinner and rid the country of prams and bikes

Babies cannot walk, so they need to be escorted in Prams, which they cannot maneuver themselves, so their Mothers need to push them, how could you get over this issue?

I understand that babys cannot walk, however the wear and tear from the buggys does cause damage to pavements, so why should the mothers not pay for this.

 

We could pay the wages of people who could enforce this, and who would then give the women fines who were not displaying a suitable tax disc on the front of the pram.

Its not a case of getting over the issue, more a case of making people pay for the damage caused
