That stands for "All Coppers Are B*******", and the dots on the knuckles basically represent the same sentiment. Do you have to rub the dots off to see the letters like you do on a scratchcard?. I have seen the guy your on about. He came in to my old place of work. He has actually changed his name by Deed Poll to ACAB. Wouldn't believe his second name but obviously don't want to say on a public forum. He actually said to me that what he meant by it was 'All Coppers Are Beautiful'. There are some sad acts out there that would get this kind of tattoo done to give the impression they've been in the nick just to look "hard". Embarrassing, but true!
