Banning guns is not the answer when we cannot be bothered to stop criminals getting hold of them. If people on the island were armed, the killer would likely not have killed 91 people. Plus Norway is a wild country, I'd expect very many people to have guns both for hunting and pest control. I'm not sure but isn't Nordic Skiing the national sport, the one where you ski and shoot?
