If you drove down a road at 30 MPH and then retrospectively it was made a 20 MPH limit would that mean that you had previous. :confused:

 

Was there a time whilst Jaqui Smith was Home Secretary that using taxpayers money as your own personal funds was not illegal?

If someone is “playing with in the rules” they have done nothing wrong, whether we agree with those rules is a different matter altogether.
