You're quite right to point out that Bank Holiday does not mean they are required to close; it means they are not required to open unless they want to. I'm not sure if it originally applied to all banks, or just some banks, or just the Bank of England; but the Bank Holidays were the weekdays when they/it were not obliged to be open for business. This was probably more to do with investment banking and the stock market than to do with branches being open for the regular hoi polloi such as you and me.
