The story is three years old, and was one of the things that opened people's eyes to the stupidity of housing low income families in excessively expensive housing that the majority of us could never afford. Fortunately it was a rare occurrence and as a rule only happened in the most expensive parts of London. I'm also fairly sure there was a discussion on here when it was news in 2008.
