I nearly chocked on my beer hearing this now just waiting for there own internet connections and maybe a community swimming pool or do they have the latter already. The phones in cells trial, is placing phones normally found in the communal part of the prison into individual cells. They will still have to pay, only be allowed to ring certain numbers and their calls will be monitored. So people will still smuggle them in. What they need to do, is utilise the 'faraday cage'. When building new prisons, it will be easy to install them. Even now, retrofitting them isn't that hard. It will stop all phonecalls through mobiles if done correctly.
