Because no matter how good Health and Safety is, mining is inherently dangerous and accidents WILL happen no matter what. Funnily enough I have got a Health and Safety training course at Kellingley Mines Rescue Centre in a couple of weeks, I am sure this will be a hot topic. Because without those regulations you would have things like the Universal colliery disaster (439 dead), Aberfan slide (144) the Creswell fire (80 dead) - all ones where H&S was tightened up to make it safer so we only get one or two dying. It's no less a personal disaster for those involved but you cannot legislate and protect for everything sadly - some things are inherently dagerous like digging holes in the ground.
