I knew very little about their history which occured before slavery. their history since that time is very interesting and worth recording. Their influence on modern music is immense from WC Handy, Louis Armstrong, Duke Ellington to Miles Davis, Gillespie, Billie Holliday, and on. Eventually integrated in the Military, they have included people like Colin Powell.They do Hispanic events in much the same way as well, and it works out very positively. I do not know when it takes place, I have never been aware of it taking place, and if it was taking place then I honestly wouldn't care. It isn't racist at all. It isn't an insult, it's merely a celebration of the history of a specific race. Matters relating to a specific race do not equal racism. Having a problem with it equates to racism. It might actually open some eyes, as some people clearly think that we have been nothing more than historical tyrants, who deserve no right of identity or pride?
