Then you have the vulnerable that are preyed on by vile fradusters. Even people that think they will never get caught out do. EG, we know of a guy who is no ones fool but he got caught out on a hot summers day earlier this year. He was clearing out a flat a bove a shop he son had bought and piling up the rubbish on the high street next to the flats main door. A bloke said to him "you want me to clear that rubissh, i will take it and what esle you have..that will be 30 quid." the bloke then said i will park around the corner and back in 15 mins. The bloke came back in about 20 mins and the man paid 30 to him and went off as he had other things to do. The bloke that took the 30 quid took no rubbish and the bloke that was clearing his sons flat got fined a large sum for leaving rubbish on the pavement.
