It's 40 000 million to one, not 40 million million to one. 2. Even then, that's far better odds than for the Eurolottery. 3. The Eurolottery demands a £2 entry fee (not £1 as for PSB), non-recoverable. 4. The PSB is entered in an indefinite series of draws, not just the one. Bonds are much better cos there are thousands of prizes and you can get your money back. Odds of winning euro millions with one ticket are 116 million.
