algy
You could try advertising in the local press, or get in touch with the local Chamber of Commerce http://www.scci.org.uk/ or the Company of Cutlers http://www.cutlers-hallamshire.org.uk/
NewBiz
If you type in Translation Services into Google there's page after page of internet based companies offering translation services to other businesses all over the country. He could probably find work with them on a freelance basis (I think you'll find most of the translators are freelance) Remember he doesn't need to limit himself to Sheffield, he could work for companies anywhere in the UK and poss also abroad. Also type in 'Doing business in Japan' and there are again dozens of companies dedicated to helping businesses do business in Japan, which he may well find freelance work with. Hope this helps. Couldn't find it, though I did find my electrical installation regulations
