If you rinse your hands it is hardly going to remove bacteria from a bad wipe in the toilet Dont you just hate it when one finger goes through the toilet roll. Wash your hands, turn the tap off and get germs on your hands from the tap.......or you turn tap on before you use the toilet with unwashed hands....erm, no ,that doesn't work either...errr. And then, only gives a quick wash of their hands in cold water? Repeat cycle. It doesn't matter how dirty the dispenser is - you wash your hands AFTER touching it.
