altus
"Man puts rubbish in bin". Hardly a huge news story is it? "Man puts rubbish in bin" isn't a big story. "Minister puts government papers in public bin" is.
Longcol
If I took work correspondence and chucked it in a park bin I think I would be up before a disciplinary committee on a charge of gross misconduct.

alchresearch
Something about this story doesn't add up. Why were the Mirror spying on him for so many days, why did Letwin dump documents on consecutive days? If he's disposed of confidential documents then he should be penalised, but only when we know the full facts.
