Whether it passed or failed will be on the database. Con-men will be selling cars with a worthless twelve month test receipt and people will fall for the scam.What was wrong with the old one? it looked very hard to copy with the "test expires on" detachable sticker.The truth is large quantities of blank test tickets were stolen and a change in style was the only way VOSA could get out of it,but they will never admit it. Even the old one wasnt a guarntee that the vehicle was roadworthy. Many a backhander has been given to smooth the way to a pass certificate ,if you know what i mean . Lets just say a few crispy tenners can make an MOT tester miss a few faults. ( if you know the right garages to use) its happened for years . It used to be the case that the certificate itself was the important document, but times have changed and now the DVLA database is all that matters - the certificate is little more than a personal reminder for when the car's next test is due. As the database is all that really matters, the system was out of date - expensively printed documents, and the need for testing stations to store them in an approved safe, was all unnecessary. The locally-printed sheet removes the need for secure storage at thousands of locations, and the need for millions of specially-made ceetificate sheets to be produced.
