On the face of it, it doesn't seem unduly lenient (IMV). On the contrary, it most certainly does. Magistrates are instructed to give a driving ban for any offence more than 30mph above the posted limit, other than in very exceptional circumstances. Clearly then, there must have been some circumstances that the magistrate considered exceptional enough. A person who can easily afford a chauffeur, claiming that it would cause him hardship, palpably is not an exceptional circumstance.
