We could handle it if we spent the money - but we get snow entirely randomly, usually in inconvenient amounts for a few days at most each year, not always the same days, and sometimes none at all. It actually costs less money to have our lives disrupted by minor snowfalls for a few days now and then, than it would cost to snow-proof the country. In places like Canada and Norway, where you know darn well that it will snow in late October, you'll get ten feet of it and it will stay until April ... the reverse is true. They prepare.
