My wife's car has a 'handicapped' plate (with a wheelchair on it) and they gave her a blue badge to hang on the mirror of a car should she drive somebody else's car. No charge for either. My mum has a blue badge and is on standard pension and even she can afford that! We've all had it rough the last few years - my mileage allowance was set when petrol was 87p a litre.
