There will be a letter chain consisting of various threats including bailiffs and threats to your credit record. Ignore. To get a CCJ and thus affect your credit record they would have to take you to court (very very unlikely); win - just as unlikely; and then you don't pay them. I thought only the police or councils could hand out penalty charge notices as it's proscribed terminology as per the Road Traffic Act?
