Anyone who wants to stay eligible for it. But it is completely ridiculous the amount of administration required... usually three times over. Still, it creates jobs. Good grief no! His 'Back to Basics' speil was still fresh in people's minds - all those lectures and tut tutting at the immorality of the underclass and single mothers. Had we known that he was getting back to basics with Edwina, his defeat at the polls would've been heavier (if that's possible to imagine). So the idea that there's a job for everyone is not true.
