There's many things you can do to help but he needs to want to change for anything to work. Talk to him, give him a reason to at least cut down on the binge drinking, offer to contact some professional help. Just remember what ever happens its not your fault and you can move on. Is there any legitimate reason you couldn't find your own place? If you stay in that environment, you may be sucked into it and spend the rest of your life just like your dad.
