It's administrative management; a governor doesn't decide who should go to jail, he just deals with the people who are in it. Also, be it noted, downloading and possessing the pornography was not in itself a crime. He was convicted because he enabled others to view it via remote access of his computer - he was jailed because, being a prison governor, that left him open to blackmail.
