The Seven Laws are obviously not a complete legal system for governance of a nation; and nor is Judaism alone (613 laws, since you ask), for that matter. What the Seven Laws are is an objective benchmark against which one can assess the moral sufficiency of any system of morality or law, secular or religious. No murder, no rape, no slavery, no theft, equal rights under the law for all, establishment of secular courts of law I'm not claiming it's the perfect moral code that we should all live by, just that its better than the 7 noachide laws, much better, I would say. I'm not claiming any special authority so there's no need for the sarcastic 'master'. I'm sure you could write a better moral code than the noachide laws in 2 minutes as well.
