That is basically a pyramid scheme and against all regulatory guidelines. When more than 100% of deposits is lent out then no reserve is created. The failure to maintain adequate capital reserves is against Basel 1/ Basel 2 It is also illegal to run a pyramid scheme which is what many major banks were/are doing.
