The PM cannot make any ruling without her consent. Technically yes, but you know that is not true in reality or the royal family would be out on their backside. But some who may follow her may. Then what a merry game we would play. Look at your passport, you are only a subject of this country, all others are citizens. Almost an exact reversal of when Labour was in power. Disastrous policies and the Conservatives either went along with it or provided weak opposition. The wayward lawyer Anthony Charles Lynton Blair married Cherie Booth on 29th March 1980. Just four years out of University, Blair was trying to establish himself as a barrister - but not with much success.
