I do see lots of badly adjusted dipped headlights where one light is blinding and the other is barely bright enough to see. People don't seem to be taught to maintain their cars any more. Are you sure that's not a case of one h/light on main beam and the other on dip because the element has blown, there's loads like that. Mine does it at least once a year.
