Yes, but to get them via the homelessness route you'd have to go into emergency accommodation and I REALLY can't see people going into one of them if they could afford to rent or buy. Have you ever seen one of those places? They're absolutely horrible and you wouldn't want your children there. Those who can afford an alternative are extremely unlikely to go down that route. Just that Because if they could already afford to live in private rented accommodation or to buy their own house they wouldn't really want a council flat would they?
