A number of countries used forced sterilisation. See this article for a list and details. When he was Home Secretary, Winston Churchill introduced a bill which included forced sterilisation. Annoying that such practices are "required", but without enough resources it's the only really responsible counter measure. But, no I could never vote for sterilisation... I'm not sure locking up grandparents is a good move to "persuade" you to have the snip. Anything outside voluntary sterilisation will always generate heated discussion. Like you I wouldn't either.
