The lights are stuck on red!!

I was driving down Hanover Way and just before arriving at Moore Street roundabout, there is a set of traffic lights.

 

They were on at night (unusual), and after stopping at the red light, and waiting for a minute or so, realised that they were stuck on red.

 

What would you do?

Well bar swearing you must have done something to proceed, or you'd still be there now, as the lights were "stuck".

How long is a "minute or so".

 

The lights at the bottom of Shrewsbury Road can often be on red for 5 minutes or more.

I have driven through an apparently-stuck red light before - but I waited an awful lot longer than "a minute or so" before concluding it was stuck. In a place where you know the usual sequence, it might be obvious fairly quickly that something has gone wrong with it.
