By all means an auditor could be sent in with a fine-tooth comb; but it's been a few years now, will the records still exist? From memory all financial records have to be kept for 6 years. Probably a way of keeping their pals sweet, knowing they were going to be out of power within a year or two. Labour were given many warnings towards the end and blatantly ignored them, almost as if they were delibertaely screwing up things for the next poor sods in charge.
