They would need to be 101 years of age at least. as for the cutting if it's genuine, it reads like something out of one of the Communist newspapers of the time, sounds a bit too agit prop for the Daily Herald. More likely the Daily Worker or Worker's Weekly. the novel Love on the Dole was popular at the time, and a film of the same name made it into the cinemas not long afterwards. But neither have stood up well. The novel has a stilted prose style and the story just isn't all that good. The film was pretty turgid even by 1930s standards.
