hard2miss
I assume the logical answer to the question would be that it being colder at night you are less likely to get smell from the corpse and maybe keep down the spread of bacterial and viral diseases. In the warmth of day time who knows what could be spread through the air ? And then there's the obvious one about privacy.
Twiglet
Yes- in fact, no remains can be exhumed other than: a. with Home Office consent; b. a pathologist/EHO (or similar) in attendance; and c. at dawn. Or a Faculty from the Diocese if the burial is in consecrated ground instead of the Ministry of Justice licence. A pathologist doesn't necessarily need to be in attendance but the Environmental Health Officer requirement is stipulated in the MoJ licence conditions, as is screening off the site so that it can't be seen. There is no licence stipulation that it needs to occur at dawn.
