Tougher rules regarding criminal offences are at the top of the list of what to change, if not out of common sense then at least for the safety of the public. "Between 2007 and 2010, a total of 20,360 foreign national prisoners were deported from the UK. In 2010, 5,235 foreign national prisoners were deported. More than 2,500 (49 per cent) of these left the UK under a Facilitated Returns Scheme, which provided a cost-effective method of deportation. Greater emphasis had been placed on this scheme by the Agency with 19 per cent more foreign national prisoners deported than in 2009. I've no idea scuba, but the fact remains that provision exists in law for foreign criminals to be deported to their countries of origin which the OP appeared to be unaware of. Presumably Cunliffe the subject of the Australian deportation order, could return to Australia under a new identity following his deportation.
