These definitions are all circular, it's quite frustrating.

 

cheat/CHēt/

 

Verb:Act dishonestly or unfairly in order to gain an advantage, esp. in a game or examination: "she cheats at cards".

Noun:A person who behaves dishonestly in order to gain an advantage.

 

Is taking a leak now a way of gaining advantage?

the councils failure to maintain public toilets means they provide less services and once there is a demand, companies like the train station will try to cash in.

 

If the council(s) hadn't failed in their duty, we would not have this issue.

So to clarify. You're ok with skipping over a barrier and avoiding paying for a facility.

 

If I didn't have any money and needed to go then yes. maybe not in sheffield as there are free facilities, but somewhere like birmingham new st, I would have no problem doing it.

The train station is only operated by EMT under license, which shouldn't have allowed them to apply a charge to a previously free facility IMO.
