This would lead to their being fewer cars on the road at any given time. The amount of accidents increases proportionally with the number of vehicles on the road at any given time. Just think how few accidents there are on almost deserted roads! Thus speeding, which of course results in fewer cars on the road at any given time prevents accidents.
