Almost all flags require planning permission to be flown on a flagpole; the Union Flag is the obvious exception, and there are a few others of which I don't remember the details. By this do you mean that flags don't require planning permission (in which case you're wrong!), or that pirate flags are explicitly banned (which I wasn't aware of if it's true), or simply that you don't know the exceptions either? I know that a national flag which has been altered in any way, is officially classed as advertising. That crops up every time people are hanging up England flags with the word "England" written across the middle, which are technically illegal but nobody cares.
