I know this is false and made up but one of the things he says was "he drove right at me and the next thing i heard was the screeching of brakes".

 

Brakes wouldn't really screech - tyres would.

 

Brakes squeal, but that's not necessarily a bad or dangerous thing.

Its about cars.

Under what conditions can fully functioning and 100% working ABS cause the wheels of a car to lock up.

The day was warm, the road was dry, the tires have plenty of tread on them and the speed was a maximum of 15mph

and thats being incredibly generous. It was closer to 10mph.

 

I know its a strange one but id be greatful for any input :)

ABS is supposed to check if 1 wheel is slowing down flaster than the rest. So its still possible to lock all 4.
