It could save any amount, from zero up to hundreds of millons. It's impossible to prove how much it will save. On the other hand, it's very easy to prove exactly how much it will cost. Sadly, since infinite supplies of money will never be available, the NHS must perforce place some fixed upper limit on how much it's worth spending to try to save one life. The drug companies are gangsters especially the ones in Switzerland. Many drugs that could save millions of lives are beyond poor peoples reach due to the extortionate cost. There is also the extortionate cost associated with bringing a drug to the market, and it's worth remembering that not only do the successful big selling drugs have to cover the cost of their development, they also have to cover the costs of the poor selling drugs development, and the costs of the drugs that were also unsuccessfully developed. And the lawsuits triggered by the drugs that were brought to market and then caused serious side effects.

So does that justify the situation that it all depends how much money you have before you can have a life saving drug.

No, it justifies the cost of the drugs. They wouldn't exist at all if there was no money to fund their development. The government are the ones that make the decision on what a life is worth financially.

The government are the ones that make the decision on what a life is worth financially. So there is a two tear health service in this country then those who can pay and those who can not. No justification whatsoever in my opinion of course.
