If you're suggesting that people who want to commit suicide do so by holding their breath, then I can tell you that it is almost impossible to do that. You can hold your breath until you black out through oxygen depletion, but as soon as you lose consciousness your body's natural rhythms start taking over, and that includes normal breathing, then the increased oxygen means that you come round again. As for whether 'we' are secular, the only person I can answer for is myself. Unfortunately we are never going to agree with everything that is enshrined in law, and one of the things I don't agree with is the number of laws which assume that the population of the country are religious.
