Medical supervision, what do you mean? Surely the doctors on every saleable premise would bump up the cost? Some piece of legislation, how would that stop addiction and overdose? Clean diamorphine is easy to administer and with exact knowledge of its contents, overdose can easily be avoided. A piece of law won't stop addiction, which I think you already know.
