But you are not certain no-one will, not even an alcoholic who can't afford any alcohol, hey why not pop in to the clinic, they can't say no and they give it away for free... It's impossible to irradiate abuse from any system. One thing is for sure, it's more desirable to have a few people abusing a system to take advantage of free diamorphine from the NHS than it is putting up with the current crime spree. But your way will not eradicate that... and if these super high junkies on medicinal grade heroin, who won't be able to hold down a job anyway, will also need money and want other things too, you won't change much!
