No, why would it??? what a bizarre analogy! The point isn't that removing inneffective prohibition would result in less illegality- rather that it would result in less of the harm caused by prohibition and a lessening of the crimes associated with the trade in illegal drugs. Alcohol is legal, look at all the problems we have there! The big problems associated with alcohol are actually problems to do with our weekend city center 'alcohol binge culture'. Any actual health issues from alcohol (addiction, organ damage from misuse etc) are a drop in the ocean compared to the health problems that would result were alcohol prohibited again, and moonshine produced by criminals once again reared it's head. It's not a problem. Neither would heroin addiction, if there was access to regulated and pure heroin. Addiction is only a problem if the addictive substance is harmful. It cannot be beneficial to be addicted to anything that is not essential for life. One can manage without coffee which is different to going without heroin which you suggest requires a regular supply. What would happen if a supply was not available to an addict ? Could they function efficiently ? No matter how it is presented it can never be beneficial for anyone to be a drug addict. No-ones saying it is beneficial! It is acceptable though, and, a choice many people make. Most coffee drinkers cannot go without coffee- yes, if there was no coffee in existence, they'd adapt quickly- then again, the same holds for heroin and any other drug.
