Because it's a wiser choice than walking on the road.

In my experience they don't. They walk in the middle making it more difficult for fast walkers to overtake.

Everyone walks in the middle usually and at their own speed. Which means you having to try and look for a way past without barging them out the way.

You could buy a mobility scooter and put Ben-Hur style blades on the wheels.

Keeping to the left isn't an option on the majority of roads where I live thanks in part to wayward hedges and other fauna. Cars rule a lot of the right hand side out so the middle is what we're left with.
