He's supposed to be listening to the evidence and deciding whether someone is guilty or not. If he'd turned up drunk for the afternoon session exactly the same thing would have happened. Personally, I think he deserved the fine just for being so jaw droppingly stupid as to be smoking cannabis right outside the court building.
