It should definitely be opt in not opt out, that would mean that parents with very little knowledge could still prevent access. It makes so much more sense. How does a lack of computer knowledge make a filter that must be requested more difficult to apply than one that you must request not to be applied? It could be made easier for parents to block their kids from seeing adult content, but to be fair the burden should be on the parent to educate themselves in how to block the content. Maybe schools could distribute educational DVDs to parents instructing them how to block content? And smart phones: should kids under, say, 13 have smart phones anyway? You need to be at least 13 to have access to most social networks etc anyway so what benefit would a smart phone have? I doubt most 9 year olds need access to their email 24/7. You might expect hard porn or how to commit suicide or how to be a terrorist sites to be blocked at the source.
