Teddybare
http://www.bbc.co.uk/news/business-18606178 What's going on? What happens to 25 year olds? Who's going to stop companies using this as a 6month turnaround of slave labour? In what world is 2000£ half of a decent wage for 6months?
Teddybare
Don't think there should be a staggered minimum wage. Same job, same wage I reckon.

Tax people in labour/cash, subsidise business in cash/labour. 25 year olds can claim landlord subsidy when thrown on the emloyment scrapheap as they yield no subsidy and require higher wages. If anything they should have a higher minimum wage than old people who require less food.
