There is no shortage of such candidate "hypergolic" combinations of chemicals. Also, some devices contain so much primary explosive that no main charge is required. These liquid components would be disguised in soft drinks bottles to bypass airport security. Once on board, the devices would be assembled. Bus travel does not have the same level of security. If you want to blow up a bus you can use pretty much any explosive you are able to carry on, as nobody will be checking. Fancy being in the back of an ambulance for four hours waiting to get to hospital whilst some policeman tries to blow up an inflatable decontamination shower that no body needs? Imagine how much more inconvenience would have been caused if the security services had done nothing and a bomb exploded. Your talking like the police knew before they even attended the incident what they were dealing with, please tell me ! 9/11 way they were just taking a plane for a jaunt, leave'em be. 7/7 way they were taking some pack up on the underground, just don't inconvenience them.
