I rather presumed he was on about people who walk strung out across the trail so no-one else can get past and kids that run out in front of you at random really. The Highway Code applies on roads, footpaths and bridleways. If kids are running about at random, it would be a good idea to stop cycling don't you think? Stopping doesn't work if you are going the same way along the trail - you'd never get past them and increase the risk they would run into you. A better idea is to slow down, let their parents know you are there and want to get past, wait until they are moving away from you and then nip past.
