They're part of Spain politically but not geographically. The Isle of Wight is European and a lot closer to the English mainland than the Canaries are to the Spanish mainland, so can't be exempt. The Channel Islands are. But the Canary Islands are politically a part of Spain. The Channel Islands are not a part of the United Kingdom - geographically or politically. People from the UK can go and live in the Channel Islands or can go an live in an EU member State.
